Owen serves as the VP of Solutions Development at Scientific Systems, where he oversee new concept and solutions development of AI-powered autonomous systems in the space and maritime domains. A former nuclear submarine officer, he was employed for several years a spacecraft engineer at Space Systems/Loral in Palo Alto and also a researcher at NASA Ames. He later served as Program Manager at DARPA/TTO, where is directed MiTEx and created the fractionated satellite architecture and associated System F6 program. He has been the author of multiple space-related reports for Congress, including leading the original study on Space Traffic Management. He holds a MS and PhD in Aero/Astro from Stanford.
